Is there a way to convert an rfactor track to nr2003?

No... and Yes (sort of).

The NO part = There is no way to convert the base track layout and ai files. So someone would have to make the layout in sandbox and then create the lp files and fine tune the track.ini.

The YES part = If you have the track layout already made in sandbox, then you can use all the trackside objects and textures (with permission from the original author of course) from the rfactor track by converting them over. That would save you the time of searching to find the right objects or creating new ones.

But there is nothing available that lets you convert with a click of a button. So you're still looking at almost a complete new track build.
